As far as I'm aware, no one is saying the individual can't pray. The separation disallows the formal leading of prayer. Sadly, there are too many examples of the dominant religion of an area to force itself upon others. Our forced assimilation of other cultures in this country, native peoples for an example, is an illustration of this.
