This doesn't make any sense to me. Are you saying that one way of tracking (I assume you mean registering) firearms is to have ammo buyers give serial numbers of the weapons they are to be used in?If that is the case, why don't you just say that you want to flat out register guns with their owners? Because how would anybody be able to tell whose gun a bullet came from anyhow? And what about owners of multiple guns in the same caliber? Do they have to put all of those serial numbers down at ammo purchase? And who is going to pay for this new government oversight? Our government is already broke if you haven't noticed. Also, have you looked at our neighbors to the north? They actually have a gun registry that is not only ineffective, but has massive cost overruns. Almost no guns involved in crime have been found in the registry and that is because criminals don't follow the law and they don't register their guns. And before you say then where do they get them (implying from us)? Remember that there were huge numbers of guns in the country before that law even got passed. http://en.wikipedia.org/wiki/Canadian_Firearms_RegistryNow, if you are saying that this would be a way to get those un-registered firearms into the database, your idea would almost make sense. But how hard would it be for a criminal to just go and buy a legal one for that purpose?
