It probably has more to do with the federal contracting system and the old boy network than anything else - the Medicare Part D rollout was just as bad. That being said, the federal site was never supposed to be the primary point of enrollment. Each state was supposed to host their own website, but Republican legislatures blocked those in 23 states.
