Well, basically they vote the way they do so negotiations can go on during the vote. So, they are supposedly using that time to talk to each other. 

The primary thing that is a problem, and you mention it, is the intense partisanship. Trump in his four years really pushed that to being the absolute worst it could be and he is still driving that wedge in there now. Sure he has done it with voters but he has also created a level of animosity between elected politicians that is unprecedented. 

This has essentially destroyed our government because the Republican side repeats over and over they will not work with nor compromise with Democrats and the ones that are beholden to Trump push the idea that the Democrats are "evil" and want to destroy the country...when in fact the people destroying the country are the MAGA politicians. The do so by doing all they can to grind government to a standstill and prevent helping anyone but themselves and the donor class. 

Is there a way to fix this, you bet. Is it difficult, no it is not. It is to go back to Democrats and Republicans working together for their constituents. To look at the problems we face and work to address them. The Speaker problem is highlighting this in a huge way. If a group of Republicans broke off to work with the Democrats, we would already have a speaker. Some of them, and I believe it is more than enough of them, are considering this. However, they are right now, going through the motions of pretending the Republicans can solve this problem on their own. They can't because so far, since removing McCarthy they have designated a pair of extremists to be speaker and the party on the whole, knows these are the wrong people to nominate for the job. 

Jim Jordan not only has never created any legislation he has over his career killed pretty much every piece of legislation that has come before him. Even legislation that would help the people of Ohio, the people he is pretending to represent. He kills everything, farmers from Ohio are pretty open about the fact that Jim Jordan is an enemy of the people of Ohio and of this country. Every single piece of legislation that would have helped Ohio farmers, that these farmers begged for, Jordan has voted against. The people of Ohio either are horribly misinformed and have no clue how harmful this guy is, or there are enough Ohio voters that believe our government should be destroyed and never do anything that they keep voting him in. Someone does need to show the people in his district who this pile of garbage is, he is not helping them nor does he give a flying fig about them. 

The reason Republicans won't elect him speaker is he is literally may be one of the worst, do nothing, just create more problems, politicians the House has ever seen. He has no business in government and absolutely no business running the House. 

So really, all that needs to be done is the sane people on both sides of the aisle need to start working together which will minimize and eliminate the influence of twats like Jordan, Gaetz, Greene, and that entire bozo contingent of the Republican party. That's it. 

However, while Trump is still around trying to destroy the country, threatening every Republican that goes against his stupidity...well...they will hesitate. I've said over and over and over, the fix is nothing more than Republican courage. Just stand up to the morons that are killing your party, just speak the truth about Trump and his MAGA clown show...and to some degree, Republicans are finally criticizing these idiots now that they are making a mockery of Congress with this Speaker nonsense. So, in a way we can hope something good comes out of this.
