Yes, prior to harassing random strangers on New Hampshire streets, Buster Costa, AKA Lobsterman, was in fact the standard-bearer for The Crustacean Party of New Hampshire. And yes, Jon Stewart actually devoted ten minutes to his candidacy. Why is it that he never really captured the imagination of the electorate? He had the looks, the fire in the belly, dozens of dollars in campaign contributions, and reams of white papers churned out by his think tank, Anthopods For A More Crustacean America. Me thinks it was this video, unearthed from some backwater wrestling show,  that clearly demonstrated he was unfit for public office, or any private office, or really anything involving anything.
