I am familiar with the term "Dry Drunk", but I understood it differently.  I thought it referred to people who, although sober, even for a long time, were not "recovered" mentally , and still had some of the same thought processes and issues as when they were active alcoholics.  Some of those feelings are usually fear, anger, and being emotionally numb.   There is also a lack of joy of life (joie de vivre), or anhedonia.   They are not drinking, yes, but they are not happy campers.  Many are irritable, and a bear to live with.  I have even heard of some families, where they wish the affected member would just return to drinking to get out of this state of affairs.

I'm going to try to read more about it.  Found your post very interesting, and I think there is "more" to be learned, especially viz a viz Mr.Bush' behavior/attitudes.  The over-religiosity (and in his case, I think at times, pseudo-religiosity) may also be a part of this.
