Another open question about Trump, kind of funny...asylum seekers

So, someone explained to me not long ago that the reason that Donald Trump keeps saying that other countries are sending us people from their mental institutions is because he actually does not understand the term "asylum seekers" and he actually thinks it means people seeking a mental institution that will take them in.
I mean, I had never given it much thought, I just figured it was part of his schtick to just label everybody coming to this country some sort of undesirable and he picked mental institutions because he thought it sounded good.
Do you guys think this is true? He just does not understand what an asylum seeker is and he thinks it is a mental health patient looking for a mental hospital to take them in?
I suppose it would not be surprising if this were the case but did I miss some hint or perhaps some story that revealed this is what he thinks?
Just wondering, it is kind of hilarious if this is true, and embarrassing for him, but could it be possible he just does not know what seeking asylum means?
