I think it is going to be our task going forward not to feel shock at what happens. I'm thinking this, these amazingly stupid appointments, are just the warm-up act. This will be how it works, with ever increasing obscenities and horrors thrown at us to intimidate and bully anybody who is thinking about resisting.
These appointments are just designed for Republican senators, to see how fast and who will fall into line.
As David mentions, Incitatus was used to provoke and embarrass the Senate. A way to show his lack of respect and minimize them, show them who was boss. That's all these picks are. Although, I'd bet money Donald has no clue who Incitatus or even Caligula were.
My biggest concern is this, he's not president yet, we are watching him attempt to bring the Senate to heel, to do that his tactic is to select people to appoint that everybody knows are abominations and force the senators to publicly back them. If he can force them to say they back these picks, he knows he has destroyed the Senate. I think he wants that determined before he is inaugurated.
Once he is president, he will then turn his attention to his enemies list, there are some 350 people on it, and begin to try to intimidate all that will not submit to his will. This will require greater and greater acts of brutality to shock us, because you have to top each previous act.
I think he will repeat the phrase "I had to do this, these people are sick and deranged!" over and over as he commits these acts. The test will be how much will be too much for the public to take? What will be the line he crosses when most of the 75 million that supported him say "Enough is enough."
