Good question. I think this particular chart lists those stations that DO play Roots (AKA Americana), which can (as you noted) include a fairly broad mix of genres. I think most people would consider it a sub-category of country. This is a fairly new classification and there are only 50 - 100 stations nationally that actively support it I guess at this point. I'll see if I can get a complete list, but here's a partial list I found of some of the larger ones:
