Being a social worker I could try and explain it but we're not just dealing with any parent here...we're talking 'Mad Mike Jackson'...and if he were any other Joe Bloggs he'd have had us breathing down his neck for yonks...and he has perhaps bought kids off before...??? It is not good to look at this with your straight forward viewing lens...there's another s/w here too...who is it again...?
