Not jazz, but you GOTTA hear KHALED, if you have not. He's Algerian, and does songs in both French and Arabic..great grooves, hip hop, ballads...phenomenal. First efforts produced by Don Was (I think).
ON guitar..try D'GARY (from Mali), again, not jazz, but absolutely transcendant. He plays fingerstyle (and I have never heard anything like it), and sings with these gorgeous harmonies.
Ethiopian?? I don't know..somebody, enlighten us..
