Yeah, see your point. In Canada, the PM is elected on the basis of the majority party in Parliament. The majority party leader becomes PM, he/she is not voted for directly, but runs in their respective district as a member of Parliament. Can get interesting if they don't make the cut in their district. I don't know if that ever happened...I would defer to our Canadian DBISers who are more up to date.
