Keep in mind that the inspectors weren't sent to Iraq to 'find' womd. They were sent to verify that the known weapons were destroyed. Saddam never provided the proof of their destruction and that is where the faceoff begins.
The ball was in his court to avoid the war. If you have contempt for anybody with respect for the war it should fully rest with Saddam in my opinion.
