As for the "plain black wrapper" comment: I don't lay much of this at Obama's feet. By all accounts, its portions of the Congress that have loaded up stimulus with dubious special interests. Blame theme. Blame Pelosi most of all.
It was pretty black wrapper and the comment was made not to blame Obama but to note how he was sold. It was an excellent sale indeed. Speak a word against him and be labeled a racist. So you rightly point out Obama is just Pelosi's pawn, or better yet the left wing money machine propping him up like George Soros. Intelligence does not make up for experience but apparently color does.
