The school already does that, which is what makes this behavior even more surprising.

The area we live in has become an enclave of first generation Korean emigres. I suspect that there is a cultural factor in play, as all of the offenders at the school concert appeared to belong to that ethnic group. It does make me wonder what a school concert in Seoul would look like, what with everyone standing on their chair trying to capture the concert on their cell-phone camera....
