I largely agree with your first post on this subject (above).  But this one?  I don't think so.  Any effort at centralizing background checks or job interview type of items could only lead to a kind of tyranny.  Rather, a decentralized approach, where companies who do this will do better and thrive and those who do not . . . do not, is a far superior approach.  Not perfect, but superior.  More consistent with your earlier post is that greater centralization of power leads to more negative outcomes rather than fewer.  Perhaps not true in 100% of all situations, but most.
