The EU in this case would be the global economy, I guess. If I had a magic wand I'd wave it and see:

1.  The Netanyahu/Likud crowd not only marginalized but crushed, disgraced,  and humiliated, and replaced with sane leadership, less in the Menachem Begin "Kill Em All, Let God Sort Em Out" style, and more following Albert Einstein's "Good Neighbor" approach.   

2. A huge global investment in a ground-up, re-envisioned and built-new Gaza, with courts, adequate schools, clinics, temporary shelters, aqueducts, desalinization, a national news service, hospitals, etc.... (See the reconstructions of post war Germany and Japan.) Egypt, Jordan, and the UAE acting responsibly as honest brokers with the UN, MSF, etc... in an international aid/investment role.

3. Simultaneously, a terrifying, granular-level intelligence/police action to identify, isolate and destabilize Hamas networks and cells, and a full-throated rejection of Hamas and the mere notion of terrorism by the Palestinian people. 

4. An even more terrifying Interpol/CIA/Mossad/SAD campaign against Hamas' high leadership, with important and unmistakable messages sent to their financial overlords.

5. Israeli withdrawal from the"settlements," and a microscopic investigation of Netanyahu and his network.

6. A happy, prosperous, relationship between the two close nations!
