Here's my take an the statement; any attack made on the backs on donkeys IS insignificant from a military standpoint. If it was carried out from the backs of Toyotas or Jeeps or T-57 Russian tanks that would be significant. If 25 Iraqi's lined up outide US HQ in Baghdad and hurled Molitov cocktails that too would be "militarily insignificant". But if the same 25 lines up with RPG's that would be militarily significant.
