During one of the debates Bush said that we "don't have a need for mass armies anymore" and I believe he meant that 100%. His administration has never, going by past behavior and decisions, seemed to think we need a lot of soldiers. Instead Bush said we'd win wars and battles with technology and I think he meant that as well.
The Bush administration wants to develop and use tactical nukes and other "technology" to fight our battles. It will considerably cut down on the loss of American soldiers but it will kill a lot more innocent people. Patton would frown on this approach and is probably rolling in his grave as I type this. I do believe Bush will keep his promise of no draft but I also believe he could become the first US president to unleash full nuclear attacks on other nations. He now has the power and no worries about his political future to do this.
