I'm assuming a 2-month delay would have entailed additional risk to the patient's health and well being. Even if not so, her primary care physician should not only be deeply ashamed of himself but is deserving of official reprimand, if not suspension. If additional risk to the patient's health were involved, then I think (my opinion) he deserves to have his license revoked. Particulars in the case would determine whether or not civil &/or legal action were appropriate.
I'm not a physician, but my own readings and understanding of medical ethics have led me to believe that the single most important consideration or duty of any phyician pertains to the health and care of his/her patient -- above all else, the "patient comes first," so to speak. If one doesn't practice medicine as such, then he/she shouldn't be a physician and should, rather, seek an alternate vocation, such as politics, rhetoric, law, or...
