Charming misuse of history, as usual, Pat. Glad to see you've kept your National Review subscription paid up.

But, in response to Pearl Harbor, Roosevelt declared war on Japan. Then Hitler, followed closely by Mussolini, declared war on the US. Roosevelt then declared war on Germany and Italy in response.

In fairness to your misreading, it's true that Roosevelt clearly had goaded the Japanese into attacking, and that he'd been quite anxious to shake off the shackles of the isolationists in regards to joining the European conflict, but...

Roosevelt did not declare war on Mexico, or China, or Russia. (Or Lithuania or Belgium or Mauretania, or any other uninvolved parties.) He first declared war on Japan, in response to their attack on our naval base Then following Germany and Italy's declaration of war, upon them.
