If they want to live there, it's their job to be prepared for the inevitable and so far, they have totally failed at that. Stop blaming the feds as if they created the mess. They didn't.

I'd have to agree with that. You can't blame this mess on the Federal govt entirely. The levee problem has been there for many years. They need at least 10 years to do it properly. They never really got started, but even if a more secure project had been under way, it would not have been completed by now.
