How about a simpler answer. The fuel has disappaited, some non threatening burning objects remain, the smoke can be worked around, and survivors are pondering their situation when they catch the whiff, or see the evidence of thermite cutting girders(there is visual evidence that remains). Then they hear the demolition explosives approaching them floor by floor from above. Which is when all of those folks who survived the initial hit started jumping in panic.
