If IRA were/are sending missles/rockets over to England, Scotland a/o Wales targeting men, women and children (that is the appropriate equivalence to the Israeli/Hezbollah situation), I think Britain would be entirely justified in seeking out IRA strongholds and bombing them from whatever height would guarantee the annihilation of those targets.
