The Britain/IRA conflict  differs from the Hezbollah attacks on Israel, which consist of Rocket/missle attacks across borders, clearly aimed at CIVILIAN (not military nor police targets).  Hezbollah intelligence knows full well where the Israeli military targets of importance are located, yet choses instead to attack the Israeli populace at large.  Thus, I think the Israeli military is entirely justified in attacking Hezbollah strongholds, and using any means necessary to wipe them out.  Israeli military policy has always been to avoid civilian casualties wherever possible and practicable (and Olmert has re-iterated this clearly in his recent speech), but of course there will be some civilian deaths; obviously unavoidable and undeniably tragic.  That is a far cry from purposely targeting civilians (which is the case with Hezbollah).  Pamphlets were dropped by Israeli air force warning Lebanese civilians in advance to evacuate in order to minimalize casualties.  These warnings were largely ignored, and to make matters worse Hezbollah embeds in areas of high civilian population; they know this will increase the chance of civilian causalty, and enhance world opinion against Israel, which is part of their strategy.  The "human shield" strategy has been used by Hamas as well.  

Hypothetical questions: (for your hypothetical  Poli Sci exam 101:

1. How should the US respond to repeated Katyusha 122mm rocket strike(s) upon  suburbs of Los Angeles by a fanatical (any persuasion) militia living in growing concentrations in northern Mexican states led by an icon with growing popularity?

2.  Suppose military action by the United States ensues, consisting of air strikes aimed at the aforementioned Militia strongholds, accompanied by artillery attacks and lastly ground troop mobilization; the operation is still incomplete and the militia in question is still well armed and with hostile intent voiced by their leader.  The UN demands a "cease-fire", passes a resolution to that effect, and France demands an end to a US blockade of Mexico.   What would you recommend as the most appropriate actions (diplomatic or otherwise), of the US Government at such time?  You should include your views on appropriate  actions of the State Department, Military (if any), and the office of the Presidency.
