I think you may have missed my point.  It's not the average Iraqi's fault that their "order" was messed with.  However, with most Iraqi deaths from the past two years coming at the hands of other Iraqi's, I don't think it is any great leap to suggest that they've taken what might have been an opportunity and thrown it away.  The thought is presented in a vacuum, and I acknowledge all sorts of bad decisions on the part of the American occupying force.
