Powell did an NPR interview, the transcript is here:http://www.scoop.co.nz/mason/stories/WO0303/S00412.htmHe says that the U.N. will have a role to play but at the least implies that the U.S. will be in control of administering Iraq until some Iraq-based administration can be developed. I don't know that this represents any change in U.S. policy.
