You are correct.

Jeff Lynne was in a band called the Nightriders, then The Idle Race. Idle Race seemed to have a big future (according to news articles of the day) but couldn't seem to swing the great big hits. They wrote a song that was a big hit for The Move, and subsequently Roy Wood asked Lynne to join The Move. Then Wood and Lynne and drummer Bev Bevan formed ELO as a "side project" with Wood stepping out shortly after they released their first album as ELO.

I still enjoy those early Idle Race recordings. Imagine Jeff Lynne with only eight tracks at his disposal! And he sings in his higher register on those songs, which he pretty much abandoned doing after that. Lovely stuff, in my opinion.
