No, that's not quite what I had in mind. Rather, it was that things that qualify as primary care would be covered in a national plan that all could access. This would mean universal health care for basic immunizations, diseases, maybe bone breaks and the like. Those who would want insurance for more serious issues (and many would) could pay in for supplemental insurance. Those who elect not to would not be able to access additional services without paying.

It's an imperfect idea, for sure, but it kind of stakes out a middle ground between the fully socialized medicine idea and the fully privatized one.

The obvious downside, besides class envy, is that the government would be pressured to continually redefine what constitutes the primary care "rights," and mission creep would eventually make the system fully nationalized.
