The whole thing is ludicrous on its face because the Great Lakes are shared with Canada. There is no way this could happen without sparking a international incident. And then he would have to get it past the Great Lakes Compact (all states and provinces that border the lakes) good luck with that.

This particular Meme probably started because the government just dropped a boatload of money (pun intended) on the Great Lakes. The money is going for conservation and invasive species management. The Great Lakes Compact has been lobbying for this money for years, and we finally got it.

The Fish and Wildlife department of Michigan has found Asian Carp (Voracious Feeder)in the Detroit River, and they are trying to keep them out of the lakes. Erie has had a big enough problem with Zebra Mussels - They are filter feeders, and they have dropped the algae content of the lakes to such an extent that the fish keep going deeper to avoid the sunlight. The lake looks nice and clear, but it's screwing up the entire ecosystem. The mussels have recently been found in our smaller inland lakes, and the Ohio Department of Natural Resources is none too pleased about it. There is also an eel species that has recently been found - I can't remember the specifics - that is also drawing concern.
