I don't think that's exactly what is being said here. Barr states in
his
memo that Mueller specifically says "while this report does not conclude
that the president committed a crime, it also does not exonerate him."
Mueller's standard in his investigation was to only charge crimes he
could prosecute and that they knew or they felt very strongly, due to
evidence they had, they could win the case in court. And they brought all
of those charges to prosecution.
It was never likely that Mueller would prosecute Trump and Trump,
like
Hillary Clinton, always had available to him the "idiot defense" meaning,
"We're all just idiots and did not know we could not do that."
This was put on the table by Trump lawyers and I think they used it
specifically because Hillary Clinton used this defense with regards to
her private server.
Trump's lead attorney openly told Mueller that Trump was a moron that
could never sit for testimony because he would lie all through
it...because he can't help himself he lies even when he does not have to.
Believe it or not, that is a defense that works when you are dealing with
presidents and former first ladies. They will not bring charges against
them 99.9% of the time.
Basically, I would say that a lot of what we are about to hear from
the
media, from Trump, from Republicans, and from Democrats should be put on
ignore for a bit because they will all be in a huge feeding frenzy trying
to tell us what this all means...and really since none of them have read
Mueller's report they actually don't know what it means.
So, we are about to get utterly swamped with BS.
Trump himself is by no means out of the woods. He has all sorts of
pending legal action coming at him and the big thing that was turned over
to other prosecutors outside of the Mueller team was the money trail and
that is likely going to be prosecuted.
