Your point of recruiting people that are good at talking got me thinking - They people I meet who are good at talking are mostly sales people and people in the service industry (waiter, cafe etc.). These are jobs are mostly low-income, low-job-security and low-prestige. How about targeting those kind of people in your recruitment efforts, since all things considered a job in law-enforcement should be at least a step-up ???
