DB just wrote that, and it's in the same vein as the odious "starve the beast"strategy employed since the 80s.  It's done for all to see, though most Americans are utterly clueless, having a reflexive disdain for the very taxes that often keep them out of poverty. 

The GOP's relentless defunding of the IRS continues, and is essentially Robin Hood in reverse. Republicans endlessly complain about our funding of Ukraine, and the need to cut entitlements but rather than collect the legitimately owed taxes of the rich and uber-rich, they cynically cut the auditors at the IRS, lest their donors not feel they are getting a satisfactory return on their political contribution investment.  Here are some stunning statistics provided by Heather Cox Richardson. 

For each dollar spent auditing the top 1% of U.S. earners, the IRS brought in $3.18; for each dollar spent auditing the top 0.1%, it brought in $6.29. These returns on investment are jaw-dropping!

A few years ago, IRS Commissioner Charles Rettig informed congress that the U. S. government is losing some $1 trillion in unpaid taxes every year! This is outrageous, resulting in unnecessary suffering, and ultimately the premature deaths of Americans. It needs to be explained in language that the average American can understand. It should be included in the stump speeches of every Democrat running for office. Television images should starkly show the contrast between the gleeful tax evading fat cats and the many Americans suffering on innumerable fronts, owing to inadequate funding.
