i can't speak for The Man himself, but from articles i've read about David & David, i don't think there was much, if any, pending new material. if i remember correctly, Ricketts sort of bailed out of the group. DB has stated on this Board that the break-up of that duo was "the best thing that ever happened" to him for his music career. D&D was a rare and unexpected gem, but to try to create another album in the style of Boomtown seems to be a lot to ask... i'm sure in the 10+ years the two Davids have been apart they have both changed so much musically and personality-wise that who knows if they are even compatible as musicians anymore. my inclination would be to give David Baerwald as much encouragement as possible with his solo career, which may be on the brink of a strong resurrection with the "fine mess" tracks.
