From experience this is my take....

When you see people fleeing sinking ships, it is for a reason. However, I will tell you this...all of the grunts who really want to see great supervisors rarely see them and are glad to see adminstrators leave. And to be completely honest, when adminstrators leave for positions like this, it is purely due to money. You have life long public employees who find some big paying job and take it.

If you ever want to see some public job change where the people are really going to see a benefit, look for the appointment of some rank and file 20 yr person suddenly getting a job in management. More often than not, a sudden job change is just one mangager taking care of another manager while the rank and file still get the shaft.
