On a more prosaic level, it seems an action towards isolationism. The Brazilians already tried to retaliate with their own identifiers for US citizens to enter Brazil, but I think it fizzled out. Otherwise, it will be interesting to see if needing biometric identifiers will affect the tourist industry, which is FL's mainstay.
