Yes, that's correct.  According to Canadian law, a citizen may hold dual citizenship.  They were both born in the US, and are definitely in the eligible draft age, Bryan is 20, and Robert is 17 (will be 18 in February).  Since I am a dual citizen Canadian (naturalized American in 2001), they were eligible for Canadian citizenship.  Any child born to a Canadian parent, is eligible for Canadian citizenship. A few years ago, I had the foresight to act upon that, and they are now Canadians (in the eyes of the Canadian gov't); the US does not recognize dual citizenship.   If the draft is re-instated (Bush says he will not activate the draft), they will be legally permitted to enter Canada to live and work without restriction.   It will be as simple as driving up to the border, showing their cards and entering.   By doing so, they would waive their right to re-enter the United States however without being arrested, since it is illegal to ignore a draft order without excuse (medical, conscientous objector etc..).
