Underrated- I'd have to say "Planet P". This was a project from the underrated songwriter Tony Carey. PP had a couple of hits and some MTV time in the early 80's with "Why Me?" and "Static". PP only released two albums, their first S/T and then "Pink World" a double concept lp a few years later. There was another Planet P album in the can but Tony shopped it around to various labels without success so it was made available via a fansite which folded about a year ago. Tony also had some hits as a solo artist, "Fine Fine Day" and "First Day of Summer" to name a couple. He's as underrated as you can get.

Over-rated - I'd go with the hair bands too. Jesus, most of them were just awful; Poison, Warrant, Twisted Sister, Britny Fox; I could go on and on.
