The only part of your argument that has happened is that Sadam is out of power - the rest is still developing and subject to outside influences.  Governments in the area may have taken the "hint" (this has yet to be proven long term) but al-Quida,et al is extra governmental - not under their control.  With the Imams calling for Jihad, suicide recruits lining up and the Palisitinian malitia rejecting the roadmap I'd say sacrificing 160 lives to make a point not taken isn't worth it
