As it turns out, this double murder has been solved.  As a group, we were very concerned that this would end up going unsolved. 

A fifteen year old boy approached this car to rob the driver and in the robbery the gun went off, killing two people.  Of course, because the incident has not been adjudicated yet, I can't get into particulars, but can say that plenty of evidence has been gathered where we all know the proper person has been arrested.

All of the comments were wonderful.  I was overwhelmed by the replies.

We have done some training such as simulated mass disaster drills and things like that.  A while back there was even a mock exercise where the gamut was ran from initial responders to the investigation of the incident.  But there hasn't been really anything like covert operations.

The sad thing is that 9/11 has created a growth industry for waste and terrible programs where the taxpayer is being bled dry.  For example, through a Homeland Security grant our city decided to put in rising barricades around our parking lot.  We were told it was to "protect us" but it really was done to keep non-employees out of our parking lot.  Instead of entering through the drive, now all one has to do is drive over the grass.
