But what do you make of his connected implication, that if we don't get the internet under control, we will almost certainly lose a city. As if he's surprised we haven't already lost a city.

Besides gentlemen, folks, this is not the entirety of his comments; nor the breadth of comment from others that believe speech need be better controled in the public. And I'm not talking citizens herein, yknow. do you recall the President setting the tone?
