I think the problem with the "Trump is stupid" argument is that we need to separate out types of intelligence. Trump is defiantly not book smart - he does not know history, governance, law or any of the sciences. He is however, socially smart - personal interaction, schmoozing, "How to win friends and influence people" is his forte'. He is a master when necessary to gain his aims. He can let his underlings handle the details. This, however is wholly dependent on who and what those underlings are. The devil in the details.
Most sociopaths are perfectly charming people - that's how they operate.
