I think the point of Axelrod's piece was to say that while Dumbya's speech changed the minds of others, those with something more to lose were not persuaded as easily as others. Which to me says so much about the US. There just isn't enough shared sacrifice, which makes it too easy for those making these sort of decision to do so.
