are two just off the top of my head . . . there have always been "terrorist attacks" in the U.S. from McVeigh to anarchists in the earlier 20th century . . . way back to the founding fathers.
All of the information needed to foil the WTC attacks was there, it was just bungled by all agencies and administrations involved. I don't believe our world is any safer because of the patriot act, homeland security, or a color coded warning system.
