I can only go on what I've read, one of Woodward's books about it, several articles, and the different people that have gone on record and as I understand it Powell did not believe there were WMD in Iraq and he was the lone voice that tried to stop it. The problem was the pressure from everyone around and above him to get in line and I believe Powell went with what his duty was, to serve the president. The president wanted this war and was sold on it by the neo-cons around him. Powell was asked to present that report and he did it, knowing it was bullshit but that was what he was asked to do and I think it was Powell that wanted Tenet sitting right behind him while he read it.
