I agree with you there. I just think there is room for Powell to have (possibly) out-thought himself on the issue given the "intelligence" record that was being fed to the cabinet. I can't say for sure, but it's not impossible. Given his inside position for both wars, I would think that a Powell memoir could be very interesting.
