From what I understand the idea over at the Pentagon is to have Iraq looking like Palmdale, California in no time flat...one giant strip mall surrounded by desert. So perhaps that photo could be the dummy, Rummy, and Cheney standing around pointing at a map of Iraq with little signs on it for where Taco Bell, Target, and Krispy Kreme will be.
