Yes, basically. As the economist, politician and statesman Takahashi Korekiyo put it, "the most stable physical object on earth is the pyramid. Economies should be the same, based on a healthy foundation. A healthy working class makes a healthy nation. Yet powerful forces are forever seeking to upend this pyramid, to accumulate all the wealth that should rightly make up the foundation of the economy and take it for themselves. This is the nature of capitalism. Therefore, a healthy democratic government must do everything in its power to prevent this upending.

I think this is what the White House is attempting to do, against great amassed power.
