Really? Without even getting into the intent of the "tool" in the first place - and the benefit to society both "tools" offer - why not convince all gun owners to subscribe to the same regulations most car owners (at least here in the USA) fall under -

All guns need to be titled and taxed at each point of sale. Serial numbers like VINs need to be traceable and verified with every sale/purchase. All gun owners need to enroll, pass, and, on demand, show proof of proficiency by taking a written and practical test with their gun. And we could also throw in the variances of needing a special semi-auto sticker (requiring another test). Gun owners should also have certain health restriction prior to owning their gun - like proper vision, sound of mind, etc. And these need to be tested and verified by health professionals if there any questions. All gun owners need to carry insurance on their gun for damage they and their owner may possibly inflict on someone or something else. And lastly - all gun owners must submit their guns for an annual inspection and renewal of registration/taxes/etc.

How would that go over?
