I understand your point of not wanting to reward illegal behavior (moral hazard as they say) but
given the limitations of deportation, the vast majority aren't going anywhere so we have to deal
with this massive population. Do you think the status quo should remain? That's why I think any
negotiation would have to seriously deter future arrivals. And I realize that's a tall order. Would you
offer anything for the children who were brought here? Peter T.
